Arena Flag Football Rules
PLAYERS: The maximum number of players on the field at one time is 7. A team must have at least 5 players on the field to start the game. If, during the game, a team drops below 5 players and the point differential is more than 30 points, the game will be called.
TIME: The game will be played in 2 20-minute halves with a 2-minute intermission. The clock runs constantly except during the last 2 minutes for timeouts, penalty enforcement, and change of possession. Clock starts on the snap of the ball. No half shall end until the ball is dead and all penalties are resolved. The half cannot end on a defensive penalty. In case of a defensive penalty, the offense must run another play.
OVERTIME: All games must have a winner. In the event of a tie, there will be overtime. Overtime period consists on each team having a chance to score. A coin flip will start the overtime. Winner of the Coin toss will have the option to play offense first or defense first. Each team will play toward the same goal. They will each have 3 plays to try to get a touchdown. Overtime will have the same options for extra points. If after both teams had their turns and the score is still tied, we will play another overtime. Game continues until there is a winner.
PLAY CLOCK: The ball must be played within 25 seconds from the referees whistle to start the play clock. The offensive team is responsible for bringing the ball to the referee for placement.
TIMEOUTS: Each team has 3 timeouts per half. (No carry over) In overtime, each team will have 1 timeout.
SCORING: Touchdowns = 6 Points
Safety = 2 Points
Offensive Penalty In Their Own End Zone = 2 Points For Defense Plus Possession
Extra Point Options: 2 Yard Attempt = 1 Point
5 Yard Attempt = 2 Points
10 Yard Attempt = 3 Points
Try Returned By Defense = 3 Points
DOWN AND LINE TO GAIN: Each team gets a series of three downs to try to advance the ball past the next zone line. In order to get a first down, the front tip of the ball must be on any part of the next zone line.
DEAD BALL: A play ends when any of the following occur:
1) The ball carrier touches the ground with any part of his body except for his hands & feet
2) When the ball touches the ground without possession
3) The flag belt is pulled off
4) Ball carrier touches any part of the wall or net with any part of his body or the ball.
5) Loose ball touches the wall or net
BLOCKING: The only blocks that are legal are the screen blocks. A legal screen block is done with both arms and hands behind the back and tucked into the body. Players must be on their feet in order to screen block legally. NO CONTACT WILL BE ALLOWED.
OFFENSIVE PLAY:
1) All players are eligible receivers
2) There must be 3 people on the line of scrimmage at the time the ball is snapped
3) You may have multiple players in motion, but they may not be passed the line of scrimmage at the time the ball is snapped
4) When a player accidentally loses a flag, he is considered down when he is touched by two hands between the shoulders and the knees.
5) Player may not flag guard (Use of hand, arm, or ball to prevent the opponents from deflagging. Penalty includes the loss of down.
6) Offensive line of scrimmage will be marked by a ball spotter
DEFENSIVE PLAY: The line of scrimmage for the defense will be one yard from the ball. No contact will be allowed.

4) Illegally Secured Flag Belt Defense (First Down & 2 Minute Penalty)
5) Holding
6) Tackling (Ejection & Team Can Not Substitute For Disqualified Player)
7) Roughing The Passer (First Down & 2 Minute Penalty)
8) Illegal Use of the Hands
9) Illegal Screen Block Offense (And Loss of Down)
10) Illegal Screen Block Defense (And First Down)
11) Flag Guarding
12) Illegal Participation On Offense (Loss of Down & 2 Minute Penalty)
13) Illegal Participation On Defense (First Down & 2 Minute Penalty)
14) Unsportsmanlike Conduct (Minimum of 2 Minute Penalty and If on Defense Automatic First Down)
DOUBLE & MULTIPLE FOULS
1) If both teams commit a foul during a "Live Ball" period, the penalties offset and we replay the down.
2) If there are multiple penalties on 1 team during a "Live Ball" period, the opposing team gets to chose which penalty will be enforced.
3) If both teams commit fouls during a "Dead Ball" period, all penalties will be marked off and enforced.
4) If a team commits fouls during both "Live Ball" & "Dead Ball" periods, both penalties will be marked off and enforced.
5) If a team commits a foul during a "Live Ball" period and the opposing team commits a foul during a "Dead Ball" period, both penalties will be marked off and enforced.
6) In the event of Multiple "Live Ball" fouls and "Dead Ball" fouls in one play on one team, the opposing team gets to chose which "Live Ball" penalty they would like enforced and all "Dead Ball" penalties will be marked off and enforced.
UNSPORTSMANLIKE CONDUCT:
1) Anyone guilty on Unsportsmanlike Conduct will receive the minimum of a 2-minute penalty.
2) Depending on the severity of the misconduct, the referee also has the options of a 5-minute penalty or an automatic Ejection.
3) 2 Unsportsmanlike Conduct penalties on the same player will result in Ejection from the game.
4) 3 Unsportsmanlike Conduct penalties on the same team will result in a forfeit.
EJECTIONS:
1) If a player is ejected from the game, he cannot be substituted for.
2) Ejection from a game carries a minimum of a 1 game suspension.
3) Player ejected must meet with Director of Football Operations (Bryan Back) before he can play again.
FORFEITS:
1) A forfeit for not having enough players or not showing up does not carry any extra penalty and the score will be listed as 6-0.
2) A forfeit for Unsportsmanlike Conduct may and will carry extra team penalties in future games.
3) If the winning team is ahead by more than 6 points, the score at the time of the forfeit will stand.
4) If the winning team is ahead by less than 6 points, points will be added to their score to make the 6 point differential.
5) If the winning team was behind at the time of the forfeit, enough points will be added to the winning team to give them the 6 point differential.
PROTESTS: Any protests must be turned into the Director of Football Operations (Bryan Back) within 24 hours on an official protest form.
REFEREES: It is now a felony criminal offense to touch a referee. Anyone who tries to touch a referee will be ejected from the league. Verbal abuse of the referees will not be tolerated. Verbal abuse penalties fall under Unsportsmanlike Conduct.
